ok for some reason i cant get the sealed key for the quest to actually get in lavalon

Are you getting some kind of message when you try to complete the quest? Make sure you have space in your miscellaneous inventory before you go kill Chief Rokko. If you don't have room, the key won't be added to your inventory.

No messages at all, I made sure I had space in the inventory but I still don't get a key. I got the first key from the f5 but I can't get the sealed key,and it won't let me go back in f5 and I've tried almost every combination of maps

You shouldn't need to go back in F5 to get the Sealed Key -- that one can be acquired from Chief Rokko in any of the F1 maps (unless the quest has changed since pre-New Origins). Either they made the key a rare drop, or something odd is going on. I'll try running the quest myself and see if I run into any issues.

Ok thanks because I've ran it about 15 times just on the 6 normal maps

Hmm, I've only run it about 5 or 6 times using several different map configurations, but yeah, it's not dropping. I even tried waiting to kill Rokko until after his rage mode ended, just in case that was causing issues, but that didn't help, either.

This could be a new bug. Anyone else mind checking this out and reporting back? Thanks!

If it is a bug I wonder why no one reported it. Because without it you can't get into lavalon unless your with other people who already completed it

Well we just had a new patch release yesterday/this morning, so it could be that it came in with that patch and no one else has noticed it yet (or at least, no one who would bother posting about it here).
