Stats:
Dex:Con are the primary build for katar raiders with some Str in them
2:1:1 Dex:con:str
This seems to be the best build that you can get at the momment
Dex: I would go anywhere from 330 and 400 for the obvious reason, Dex is the primary damage for Katars as well as gives the raider its dodge, which if you like pvp is a must becuase who hasn't wanted to be un-touchable
Con: Con should Equal your level and in my opinion should be capped at 200 but sometimes others would prefer to go higher for PVP purposes, and all power to that
Str: This is not the most important stat for a Katar raider as it is does give defensive properties but however dex gives dodge and that's a raiders best friend besides stunning. Capping this between 150-210 is the best thing you could possibly do for a katar raider.
Sen: Sen use to be a very important part of a Katar raider for the critical value, but it is no longer needed for the build and it gets capped at a very low level for the very fact that you have left over points at the very end level of your raider that you jsut put points into it because you can. I recommend not adding points into it until the very end because it will offer such a little bonus for you
Skills of a Katar raider:
This is normally a personal preference thing that most people find what suits their playing style the most and dont normally share it with other, however I can give a few tips on the matter of chosing skills for this type of raider
Passives are very good for a raider for the fact they use a lot of active skills and having passives under your belt is great to have, you could even consider the dual trees accuracy passives if you feel that you wont them, it wouldnt kill your raider and it might help you, just as I stated earlier its personal preferince.
Stunning skills, for pvp, your best friends. Stunning your opponites whether they be monsters or players is never a problem, saves your HP when it comes to a hard fight and combined with your dodge it makes it much more effective.
Dodge skills, this issue is something a lot of people disagree with, but however I think it's one of the best things to do if you are conidering PVP. On the skill tree for a hawker, there is a dodge buff under the dual raider tree, at level 1 it already gives 20% dodge! That's incredable and most people would argue that a dual weapon is needed to use it, yes, that is true. Using it requires a dual weapon however it only needs it to activate the skill and not to gain its effects so I personally chose to get the skill for my raider.

I studied the forum to gather up most of my information and questioned raiders in-game to find out most of my information as well as made a few test characters to test my own theory so that I gave useful information other than garbage. But personally skill builds are trial and error but I will try and give my own skill tree once I have it finished to try and offer a good build for starting Raider palyers who are interested in having a skill list.
Training spots:
lvl 10-30: Kill any red/orange/yellow mobs you encounter around Zant and Elveroon Desert
lvl 30-35: Junon Polis, kill moldies/small moldies
lvl 35-50: Forest of Wisdom, kill smoullies and clowns
lvl 50-60: Kenji Beach, kill doongas
lvl 60-80: Kenji Beach, kill small crawfies
lvl 80-90: Gorge of Silence, kill jewel golems or go to Luna Freezing Plateau, kill mini mammoth, depends on your equipments, you also can try to get party at Lunaris bears (Mana Snowfield) [I've never found a party here personally but even the solo EXP is good]
lvl 90-100: Mana Snowfield, kill Lunaris bears or penguins (required good accuracy), otherwise kill Ghosts at Freezing Plateau (at rubrum spawn)
Become a Raider
lvl 100-110: Mana Snowfield, Kill Lunaris bears, or go to Forgotten Temple B1
lvl 110-130: Forgotten Temple B1, Kill any mobs you encounter, or go to Desert of Dead People (DoD) at Junon
lvl 130-150: Forgotten Temple, Moonchild party or go to Eldeon, kill Hooks, Pincers, or Sikuku Spearmens
lvl 150-160: Shady Jungle, go to Turak spawn near Xita entrance
lvl 160-180: Marsh of Ghost, Kill Ikaness workers
lvl 180-190: Marsh of Ghost (solo or party), Sikuku Underground Prison (get a decent party with lurer and/or cleric)
lvl 190-210: Sikuku Underground Prison or Sikuku Ruins
lvl 210-215: Sikuku Underground Prison, Orlo or Sikuku Ruins
