Balance Patch: Flee

With renewal in affect, too many skills outright ignore flee. Some of these skills such as Storm Blast will kill you in one attack if not dodged, yet skills to counter it such as Hallucination Walk has a 5-minute cool down. There is a penalty in WoE to Flee that makes the agility status even more weak than vitality. Instead of evading attacks, you have players soaking all attacks up and living forever while agility bases players will get laughed at and killed off without a second though. I am max level and I still get one constantly in RO on the first attack.
If I were tasked with fixing this, I would start by reducing the Flee penalty in WoE assuming I did not get rid of it completely. When the balance patch does come, can Flee be improved so that player attacks can be dodged again?

you will still be getting destroyed on a regular basis.
We have classes that have been given terrible HP mods and are suppose to
be able to use Agility and high Flee as their primary line of defense.
It would be fair to remove Flee penalty in WoE or at least allow us to experiment with no flee penalty
when Sakray opens for balance testing until flee penalties and mods can be fairly re-evaluated.

GXs are able to break 40k HP no problem at 100 VIT while still maintaining a decent 186-187 ASPD. You shouldn't be complaining but rather the Rangers who can barely get that much without sacrificing too much Agi/ASPD.
I can't even get this high with over 120 Vit on my ranger. >.<

(I know, there are options available, but I really wish all classes had similar HP pools until all skills/damages have been balanced)

believe me....... gxs are under-rated, they can be really nice killers, but just by 1 vs 1 OR YOU WANT TO BE THE CHUCK NORRIES CLASS?better idea, since so many classes have higher dps anyway then a gx, how bout making katar 1 hand, and allow a shield, otherwise flee = useless, 40k hp = useless.

Try playing Warlock and struggle to hit 30k HP.

Seriously, 40k+ HP? You think I have not been above that number and that I have low VIT? When I did WoE I did take it seriously. I have max AGI and VERY high VIT on top of that. I have had multiple classes 1-shot me in full reduction gears with Hallucination Walk up, HP buff and anything else that increases survival. You act like it is hard to find videos of people doing this every WoE or something.
Get over it. Many classes can 1 shot you if they have +12-+14 Glorious. Reductions won't save you. Just saying if you don't have at least 100 VIT and you plan to WoE, prepare to die most of the time.

Not saying it should be equally good, but it should make enough difference that it could be the not-optimal way, not the haha no way.
At least the mob flee penalty should be flat instead of percentage (which actually penalizes flee simply as numbers get higher lol)
