I was attempting to upgrade my +9 CEB to +10 which failed. I went to enriched hammer at +8 and it went straight down to +4 with enriched but then it stopped upgrading. I still had at least 20 enriched elus left. I can't afford headgear certs so am I screwed?

Submit a ticket to the WarpPortal Support Center explaining in detail what happened. I'd advise you not to move or modify any of the involved items until the GM Team have completed their investigation.
