Where can we see the balancing patch for characters other than 3rd classes cant find it

The other ones (Taekwons, Gunslingers, SN (the "expansion" doesnt count) and Ninjas (who have 99+ classes on kRO already however)) are still stuck in the 1-99 league of pre-renewal, they have no current endgame classes which they could balance.
Unless you mean changes applied to the lower classes like trans, 2nd and 1st; then unfortunately there has not been enough changes in that area.
