I haven't played RO for something like five years now, and I just picked up a Rocker Card.
I know it is worth a lot, but what should I do with it?

When you are starting out, the extra zeny is likely more useful than 1 extra point of dex. I would recommend selling it, personally.

I'd sell it, as morphine said.

Dex isn't a bad thing to have, and in the early levels hit can sort of be a pain to get, but when you're low level you tend to upgrade to new weapons fairly quickly. It would be in your best interest to just sell the card for some extra zeny. Keep getting better weapons until you're at a point where there isn't anything easily available that's better. That's when you want to start thinking about carding and overupgrading. When you advance a bit more, hit will be less of an issue and the card won't help you any.

I don't know in what way can you sell it though. It is one of the cards that aren't edible at all.
You'd be wasting more time in putting up a box and looking for someone to buy it, than just seal it away in the storage.

As for where and how to sell, while you can sell items with chatrooms or threads sometimes, I would highly recommend making a merchant character for vending items at some point; it will make things much easier for you if you take a little time to do so. Most people set up shop or go shopping in Prontera. If you aren't already using it, ragial.com is useful for seeing what prices items are being sold for in shops.
