Hello guys im researching for the storm blast build i just need it for WOE and MVP i saw it and is the most powerfull build can someone help me with the stats and equips?

You don't want a Storm Blast build for MVP. WoE yes, MVP no.
A typical Storm Blast build would have high str 80+, 100 total Vit or higher, 100+ int, 60+dex and 30-60 luk. You'll also want a high upgrade KVM weapon or BG weapon.

Can i do it with a CARDO [1] with archer skeleton.
but i saw some rune knight today in woe he kill lvl 150s with just one shot of storm blast...

You don't want to use a Cardo for storm blast. That's something I'd use to solo things with clashing.
You need to be pretty well geared to drop people with storm blast. Without high upgrade KVMs most weapons to damage that is easily outpotable.
