cause the many raider suggestions u make will make raiders op again 
beside any raider use that skills anyway? not reliable / low damage / succes rate not 100% (correct if im wrong dont have this skill)
And blind isnt a pre skill u have to learn for any other skill.
So dont change the debuff skill

I think what he means is the status effect on that skill is pretty damn useless.
