The hat has some nifty effects, especially if you find yourself fighting monsters that can cause status ailments:
Here is the info: A wreath made with bright blue Leaves and Flowers to make you feel Fresh and rejuvenated.
5% Resistance to Darkness (blind) and Stun
If +9 with each monster slain gain 40 HP and 3 SP
If +11 with each monster slain gain 60 HP and 5 SP.
Luck +3
Def : 2
All Jobs can Wear it at level 10.
Tradable and Vendable
They left out the part that the normal recovery rate of hp/sp will be reduced by 50%! and it is not YET tradeable or vendable!

I tried to buy the UGC card but when I clicked the RO link on their site it said address didn't exist.
Send in a ticket if you're having problems with all the information pertaining to it.

Well, since I doubt you'll change the item could you at least reimburse me $4.64 in WP/KP to make up for the fuel and tax I wasted? lol

I'm just unhappy that I paid for a UGC + tax (and fuel) to get what was advertised, not something with a penalty on top of it's ridiculous refine rate to get it to do anything when I could of saved myself a bit and just used paypal if I just wanted the WP/KP.

Where do you live? UGC's aren't supposed to be taxed since they are pre-paid O.o

Bought in Indiana, at a Gamestop. Still have the receipt:
Ultimate Game Card $20 (POSA)

Ah that explains it then, the state tax, where I live we don't have that.
I was always under the impression that pre-paid items like phone cards and such weren't subject to taxes.

yeah i dont think they are supposed to be taxed get them at 7 eleven i haven't been taxed there but i have at gamestop.

Thats why I find it insanely odd, but I suspect it has to do with how your state (if you live in the US) deals with the taxation of pre-paid items.
