I'm on part 7 of the quest, but when I talk to the Cat Hand merchant BK, he says something along the lines of, "I know something but I'm not telling you!" I do not get the option to tell him, "Shay's special drink will be delivered", even though I talked to Shay and he gave me that line in case. What am I doing wrong? I'm doing this quest with a partner and they are having the same problem. I have 9 Sapha Certificates, the Ring of the Ancient Wise King equipped and I have completed Sapha's Visit. Help!

Did you go back to Shay? You probably missed 1 step.

I completed up to part 6 and Shay told me to look for Cat Hand merchants outside of El Dicastes - I tried talking to him again as well as the Walking Knit, Resting Piom and Training Galten from step 5. In my quest log, it says to use the phrase "Shay's special drink will be delivered" so I'm clearly ready to do step 7 and talk to BK, but it doesn't give me the option to tell him anything.
