Shoot Down problems

I've been playing an archer recently, and it seems that unless it's a boss, I can never get shootdown to launch an enemy when I do it raw. The animation usually comes out weird with arrows only firing out to the sides, and enemies take a medium amountof damage while remaining grounded. Sometimes the enemies will quickly zip to a different position and only then will I be able to launch them.
Is this a common problem or is it just my connection?I don't get these problems playing a thief.

I tried that, and it helped a bit, but 9/10 times shoot down will never launch enemies and position lag is quite noticable with enemies teleporting and damage numbers coming up behind me.
It's not that my marksman is unplayable. Gatling rush and most other key skills work just fine, but I feel like I'm missing out since Shoot Down is probably the second most important skill in my arsenal. It also makes using grenades and RPG effectively quite hard, since often I'll throw them into a mob and only end up hitting 1-2 monsters.
