I'm a merchant right now, and I was wondering if I switch over to a 2nd job class such as Blacksmith, will I still be able to complete Change Cart, Crazy Uproar, and Cart Revolution quests after I become Blacksmith? Or Must I do it before I switch?
Can I do job quests after going to 2nd job?

You can do the Quests whenever you want or never 
I for example mostly skip the first Job Skill Quests completly, because when you rebirth, you'll get them for free after hitting your high-first job again ;D
