Do you mean Ur/Peuz Set? if so, you can buy them in Mora for 10 mora coins each (4 Pieces in a set)

the Town of Mora, There is an NPC called Artifact researcher(Somewhere around mid-right) on the map.

1 more question how do i gain access to mora

You do so by heading to bifrost field 1, talking to the Laphine Soldier(While in a party), and telling him you want to explore the hazy forest.

Inside the hazy forest, you will encounter an NPC(Loki from the manwha), who asks if you've seen a purple haired girl(say no).

in the dungeon, you will find a purple dragon, which you will need to kill. If you're lucky, you will kill it before you find the 2nd loki npc.

After talking to the 2nd Loki NPC(Which is on an island shaped like a flower, right after cutting down Brave Namon's Garden), head through the end of the instance, and you will end up on bifrost field 2.

On bifrost field 2, a red dot on your mini-map will indicate an npc bubble that brings you into Mora. Talk to loki inside mora again to recieve a pendant, and gain access to repeatable quests for Mora Coins.

can you bypass theore request

yes but no reason to skip it. it's an easy 10 mora coins.
you're going to want to do the daily quests to farm coins so do the hazy forest wandering dragon quest. this does not have theore quest as a prereq (as in you can skip it).
so long as you can get a warp to the hazy forest entrance, you can skip theore quest and do the wandering dragon quest.
