ok so basicly what im trying to do is attach the card to a ribbon bought from a npc. the willow card says it compounds on headgear, and unless im crazy a ribbon is headgear. an open slot is a darker slot on the item right?
An open slot has no shade of gray or dark color. Open slot is a white slot(s).
I think bell ribbon has no open slot(s).
What character are you going to equip it to?

Most gear sold by the NPC comes in two version - one sold by the npc, which is not slotted, and one dropped by monsters which is slotted.
In the case of weapons, the same is true, but since weapons can have more than one slot, instead, the monster-drop version has an extra slot.
Never waste cards on the npc version of a weapon, unless the cards are truly worthless - nobody will buy an npc weapon with cards in it, even for a fraction of the price of the cards.
You can look up items on db.irowiki.org ,to see whether other versions are available, and compare the different items to eachother.
If you need a slotted crap headgear, you can get one real easily - you could ask around in any group of players, and someone will probable have a slotted ribbon or pink hat, or some other slotted headgear sitting around that they don't want, and which isn't worth enough to vend.
Do check the value of any card, before you decide to use or sell it.
Willow cards seem to be running between 50 and 150k depending on server, so it's not a big deal to card it, especially if you have some interest in SP. But some cards are worth a lot more (there are things you can kill in the 20's and 30's that drop cards worth double-digit millions). You can check the value of items on Ragial, which shows what people vend things for (and also shows the location of the vends) - be sure to select the right server, as prices are different on each of the three servers.
