I can never find anyone to make the arrows for the second part of the Sage Test. Anyone know another way to get the arrows besides getting someone with the Arrow Crafting Skill to Make them?

There are monsters that drop the ele arrows, but only one arrow at a time, and they may be a bit higher level than you can handle as a mage:

Orc Archer (lvl 78) drops wind & stone arrows @ a 25% rate
Anolian (lvl 109) drops crystal arrows @ a 20% rate
Stin (lvl 104) drops stone arrows @ a 15% rate

Alternately, you could create your own archer class character and get Arrow Crafting - though the Tough Scalelike Stems for that quest would probably be a problem as well.
