But I have always felt that in a Scout vs Raider fight the scout has always had a slight advantage.

In many other games I would probably agree with you - however the animation delay in this game is terrible. I tried that tatic on someone with probably 600-800 less movement speed than me and you get maybe 1-2 shots off before they are on you.
It's mostly animation delay combined with the fact that I think almost everyone has a ranged stun which negates much of the range advantage that you have.

i either dont 1v1 those ppl on my mage or i dont bother chasing and just sit on my bonfire...and atk him once until he decides to come back to me for another round

Raider. In the end it depends on the guy/girl pressin the buttons.
PvP has always been more about knowledge and timing and skill set than anything else.
Having the right skills and using them at the RIGHT time to your best advantage.
