Spikle isn't the person you turn that quest in to. The quest does say (although not very clearly) that you need to turn the quest in to Sponiac, who I think is just left of the Geffen fountain. It's not really obvious though. Same thing with the collection quests, it said the NPC was in Payon, but it could benefit to say where in payon cause the place is huge (It's just outside the wall south of the kafra/right of the spawn in).
