My friend ingame told me we will be getting a skill skill that lowers our cooldown time for 4th job. I was just wondering if it was true.

Just to clarify, it's a passive skill in the second job tree that will be added with the 4th job skill patch, so you do not need to be level 60+ and job changed to get it. I would tell you to expect this patch anywhere between now and the second week of March--all based on my presumptions, so don't take it as official word.
