EDIT: tried to just change to 3rd and npc said I wasn't ready (it didn't allow me to change to royal guard)

I'm stuck at 99/69, npc is only giving 1% job per turn in.
EDIT: tried to just change to 3rd and npc said I wasn't ready (it didn't allow me to change to royal guard)
