Sry but according to Calanor the game is doing better than ever! This is one example that says otherwise.

A sad thing about Zant is there used to be a lot of good vendors there, but now it's mostly some old players trying to rip off newbies who don't know any better.

You can say that again. Although, where are those noobies? =)
Most I find is desolate land and towns.. It's a very sad sight

Well since the redesign of Adv. Plains, Zant isn't even required anymore for the job quests, so I guess a lot of people skip it completely now, especially because most players only want to rush to max lvl as fast as possible to show off how pro they are in pvp.
Many people also seem to avoid any quests like a contagious disease, so there is no point for them to check out the cities and NPCs, except for Junon, because of the shops and UW. Sad but true...
