I need to know what a good build for a PvE Commander would be starting from skills from defender.

PvE builds are easy.

Survival Instinct max
Skin of stone max
Physical blessing lvl 1
Fighting will lvl 1
Quick attack lvl 5-6 (depends on which weapon ure using)
One handed weapon mastery max
Moonlight slash max
Boomerang of Sword aura max
Chain slash max
Adamant mind max
Face strike lvl 1 if u want against caster mobs

If u wanna tank = Taunting cry max and taunt max
Shield strike = max
PoV at least lvl 1
Chain of Restraing (you don´t need that for PvE)
Rush lvl 1 for pulling faster
Beam slash max

Don´t need the others, but if you have skill pts left you can skill your defenders attack skills

DNA
max one handed weapon mastery
strengthened skin of stone 9
survival insting lvl 6

Have fun

A slighlty different approach:

Quick attack: lvl 4 (sword), lvl 5 (axe), lvl 6 (bludgeon). This assuming you are using gloves that increase attack speed. Otherwise you need one more extra level in each case.

Boomerang of Sword Aura: Stop at lvl 5. Why? Because after that DoT damage is significantly reduced. You might gain a little bit in initial damage, but DoT matters too. And the cooldown of the skill is only 7.4 seconds, which means you can use it again BEFORE the previous DoT has expired.

Face strike: You might want to add some more points. Longer duration of silence can prove useful when fighting mobs like Garudas or bosses like Houman or even summoned allies like Biskra Dopple.

Shield strike: lvl 6, no more needed. 75% chance is good enough and you already get maximum duration (3 seconds). If you are going to miss, and you WILL miss LOTS, higher % chance will do nothing to prevent it. It has been discussed a lot before. It is just a matter of level difference between you and the opponent (and ridiculous design of melee combat).

Chain of Restraint: You might want to have at least 1 lvl in it. Can function in pulling another mob, or in the rare cases of mobs running away, to slow them.

Rush: Not really needed at all for PvE.

Beam slash: I just use lvl 1. Mostly to initiate fights or pull mobs from afar. Since it ignores def it can deal some nice damage too. But dont need anything higher since you are not actually trying to finish off quickly some annoying caster jerk that kites you.

Taunt and Taunting Cry: Nope, you DO NOT need to max them. This all depends on your gear and damage capacity of course. And who else is in the party when you are tanking. Simple taunt is only marginally useful. I always had it at lvl 1 because it is a prerequisite anyway. Taunting Cry I have at lvl 6 and works just fine in combination with our attack skills. If you are really having trouble keeping the aggro, I suppose you should boost Taunting Cry more. But, hey, you are a Commander not a Protector, you are not really required to max all taunts because this would be detrimental to other important skills.

All the other skills, as mentioned by Kara. If you have any unspent points, it is your call, I would give priority to attack skills anyway.

DNA: Same as Kara suggested, or perhaps, a bit more in def ones if you feel you need more def.

That's all! :(

I would max shield strike, it´s our only stun and 20% difference is a lot I almost never miss.
Chain of restraint is good for pulling mobs, but you can use beam slash for it too and deal dmg same time.
And mobs who are running away = they come back lol or use rush.

I would keep rush at lvl 1.
If mobs are slowing you then you can´t pull other mobs so use rush to take aggro first then taunt.

If you wanna tank bosses max taunting cry.
Face strike lvl 1 will be ok cause face strike + shield strike = 6 sec and most times you´ll grind in partys so the mob will be down in those seconds.

Boomerang of sword aura, yeah forgot the dot decreases :(
If you are going to tank bosses, maybe you´ll have problems if you have good DPS in you pt then you could skill taunt too.

Since you wanna PvE I think you want to tank too, if not, you don´t need any taunt.
Just skill defender attack skills then.

Commander is a tank for me, I know many ppl say they´re not prot is tank, prot is just the better tank.

Oh, no doubt at all, Commanders can tank very well. I really dont need to show off but in many cases I can do a better job in tanking than a Protector, in raids too. Not to say that I am better than Protectors around my level, but can handle anything so far. So, yes, a well suited Commander can do this job well too.

About mobs running away, I didnt really mean the ones scared that eventually return. Rather the (few) ones that use ranged attacks and will always keep the distance or keep running away if you move towards them. Few, but MIGHTY annoying. Well, they can be dealt with beam slashes too I suppose...
