1) His dialog is nearly unreadable.
2) The quest he gives has broken characters in it.
3) The item he gives as a reward is completely missing from the client.
The item is in fact 5 battle manuals. Using them on IRO will give the increased exp for 30 minutes. Now, it might seem strange for an NPC to hand out 5 battle manuals, but the important thing is that they are supposed to be character bound, so you can't just keep doing it. That's not the case on iRO, these items can be stored.
4) The NPC does not have the quest indicators. On kRO, this NPC was actually the original NPC that showed off the quest notification icons. Here's a screenshot I took of the NPC on kRO baphomet (free server). See the minimap and the NPC itself.
