Currently the aspd bonus for using lvl 1 and using lvl 10 of spear quicken is the same. I dunno if all lvls are doing the full 30 % increase or if its all lvls doing the 21% increase. Either way there seems to be no differense aspd wise between lvl 1 and lvl 10.

I think that's an intended change, but the description isn't updated to reflect that. Higher levels now give more flee and crit, and I don't think the skill mentions that you can use the skill with one hand spears.
