hmm where can you get Heroic backpack aside from players vending them. Is it a quest? cash shop? Can't seem to find it.

It was a cash shop item. I'm not sure if there are still any for sale through the cash shop though. Other than that, the only way to obtain them is to buy them from other players.

You missed it by about a month. It was part of the Valentines Lucky Box. You bought a box for 300kp and had a small chance of getting one as a prize.

Heroic Backpack is periodically available from lucky boxes. There was one just a couple months ago that had it, so it'll probably be a while before they rerun it. I forget which box it was though.
