At most 10%. That means it could be 10%, but it is likelier to be less than 10% because of GM nerfs to make the money.

According to iro wiki it is 10%. So most people think 10 certs = 100% chance. With laws of probibility no it isn't 10 certs to get 100%. More likely 5-15 is the range needed. Not 1-10. However possibly more or less than 5-15
