2) Does said bonus cause a significant amount more damage? (I assume it's 10%?)
3) How much end-game base dex do I want anyway?

Nope you need 90 BASE for it to make the back pack affect's work.

I think he's asking about how much dex he should get for an effective build, ie, he's asking whether he'd have to get more dex than he'd otherwise want to in order to get the bonus from backpack.

get 100 dex.

100 dex is a good number for any class that requires hit with attack skills.

If the RG build you're using uses hit-based attacks, or skills with lots of variable cast, 100 dex is a safe bet.
