Basically Endbringers build is the basic of WMs skill, except for focus. I don't think it is worth to learn focus unless you stacks INT. If you dont stacked INT, at level 70 it will only increase about 300ish MATK because the increase in base on your base STAT. As comparison, at lvl 70ish you should have around 5k-17k depends on your equip and enchant level. At lower level, focus is good. But at 70, it is depends on your playstyle, gears, and on whether you want learn other skill or no. Most WM learn focus though.
Resource converter, i dont think it is good. It cost too many SP, and the animation is long (i find it is troublesome to use it while moving). I prefer to bring/buy many pots. I only find it useful in PvP where i can't use MP pot.
Meteor Strike cost too many SP, not that good, and the pre-skill is also not that good. You should learn other skill and only learn it if you have SP left.
If you are into PvP, you may want to level your meteor fall minimal into 3, time freeze at least 1, or even thunder break to 1. But this is only advice. You should find your style, and decide yourself which skill you think suit your playstyle. We get skill reset at lvl 20 and lvl 40 Job change. You can save 1 and use it after you try or see which skill suit you best, or you can buy skill reset using cash.

You can jump-cancel Resource Converter, so that you basically can already be on the run while the skill does it's work.Resource converter, i dont think it is good. Thank you for telling me. I didn't know that.
About the build, I still find other skill are more useful than resource converter though (Time freeze, mirror images, fart, meteor fall). But it is just my personal preference.
