i wud really appreciate if any 1 told me how DRACONIS defers from LEONIS
in terms of
1)Quests
2)drop rates( if at all there is a difference)
3)Events
also...i thought i saw some 1 selling the jelly sold by the clan vendor
is it possible to get REWARD points in DRACO ?????

There are no differences in terms of Quests available nor drop rates between Draconis and Leonis. There may be more open spawn sites available in Draconis, which would make it easier for you to obtain some desired drops - but the rates of these would not change.
Events are usually offered on both servers simultaneously. As before, population of servers may affect how you participate in the events, but there will be no difference between teh events themselves. Ie. Monster Spawn event was the same for both servers, but they had different levels of participation per server...meaning different numbers of people attacked the monster, giving different rates of rewards depending on time. But that would be variable either way. School Event ran the same on both servers, with same outcomes.
I believe Clan Wars were disabled long before Draconis was opened, so those items would not be available on that server.
