i want to get the skill Upgrade Weapon for my mastersmith. but im not sure if dex and luk affect it. so wat i want to know is wat r the 'stats/skills/factors' which affect the success rate of this skill. I appreciate every tiny bit of info.

It's ENTIRELY based on your job level, not stats at all. So you don't need to be a pure forger for it. Job 70 is all you need to be a higher chance to not fail compared to the NPC. Any lower than job 70 is not reccomended.

Depends if you're going forger or Battle. You could probably check the Merchant section for a battle build. But if you want to get Weapon upgrade, you do need level 10 weaponry research.
I'm not a blacksmith person, So I only know the bare basics as My own battle blacksmith is still in his 80s and he was just a for fun character.
