Does double EXP events double the EXP of prize medals?
Does 2X EXP Event affect prize medal EXP turn-ins?

I don't think so as those values are fixed and 2X only is applied to monster EXP (I think). AFAIK the only thing that boosts quest or prize medal EXP rewards are Battle Manuals.

They usually have a VIP bonus event every now and then and they'll increase the VIP bonus from 50% to 100%.

They just had 1 a month ago. That was really the best time to medal up.
