Is Rachel Sanctuary Included in the Rachel Spotlight & is double exp implemented for VIP only?

From what i heard, only equipment and card drops are boosted. Not exp.

Oda said EXP has not been boosted since Amatsu.

They haven't been boosting the exp of spotlight monsters since Amatsu, since most of the towns have been much more modern. It was not stated that exp would be increased for this one and I confirmed it was not an oversight.
