According to iro database, it's only 1% proc chance, and Isilla is like 5%?
Have been mobbing with it recently, lots of monsters, but not even a single proc.
Rata card is pretty hard to get, not worth it with current proc chance
It's not like its effect will stack with Sacrament either, everybody can easily get sacrament from AB in parties/woe

Hence, Rata card's proc chance should be increased at least similar to Isilla card's, which is more visible and useful.

How would you notice Rata Card's proc either way? Most fixed cast times are around 1 second or less.

I suppose it should proc as if we were sacrament'd
If it procs it will be very noticeable, especially in caster classes (Sorc/Wl). Most warlock's spells consist of around 1~2s fixed cast time
0.5s reduction in fixed cast time is quite noticeable unless you're blind or lagging badly

Or unless you have actual "Sacrament"... then you won't even notice it since it doesn't stack... just like Radius.
