well, that's what it says when I want to create a new Ragnarok Account.
What should I do ?

You're in a country with their own national RO I assume?

I've heard that if you create a ROSE or Req acct (you don't have to do anything other than making the acct) it will then let you make a RO account.

It's also reported that it'll let you make the account if you use a proxy during account registration, so you look like you're not in a country with a national RO.

Im from Germany, and I dont think we have our own RA. : /

Like DrAzzy said, create an ROSE account and afterwards you can create an RO account. It happens to myself and i'm from germany too.

Yeah, just make the ROSE account - you don't have to play ROSE, or even download it - just make the account under your WP account, then make the RO account.

Due to licence agreement the game can't accept players from certain regions.
