Spotlight bonuses not being applied?

Spotlight EXP bonus is not being applied.
Homunculus experienced received:
500 - Baby Leopard
530 - Dumpling Child
1304 - Zipper Bear
1408 - Hermit Plant
1498 - Enchanted Peach Tree
1554 - Bloody Butterfly
1774 - Evil Nypmh
All of those mobs are giving 100% normal exp, without enhancement.
Last week, during Rachel Spotlight, I killed iceicles with VIP and HE gum. I received 28 ice crystal from 241 kills. The drop rate was actually LOWER than before spotlight started.
How are the spotlight events supposed to affect exp/drop rates?

Testing Method: View base exp of character on login screen. Log in and kill one dumpling child. Lot out to view character screen again. Perform method for 5x Dumpling Child.
Initial EXP: 0
+1 kill: 79
+2 kill: 158
+3 kill: 237
+4 kill: 316
+5 kill: 395
Each kill increased base exp by 79, which shows consistency, implying a good chance that each mob began with full HP and was untouched by others.
Dumpling Child (lv 60) is well over 30 levels below the testing character (lv144) and base exp is reduced to 10% of original 530 exp.
floor[ lvl modified exp + VIP bonus ] = 79 exp
floor[ 10% * 530 + 50% * 10% * 530 ] = 79 exp
Dumpling Child is not giving enhanced exp for spotlight, as the maintenance quote asayuu linked implies should.

Kunlun spotlight doesn't say that.

About the Spotlight program: One of our big projects for 2012 will be to breathe new life into these towns by hosting a series of events that will spotlight these less visited maps. These events will boost monster and quest exp for during the event, and will reduce these slightly after the event is over (it will still be improved over normal rates).

I only believe in the double drop/exp when it says elsewhere on the page since. Hugel says for example says "Monster and quest exp will be boosted during this showcase event, so keep an eye on this page for updates!"
Both Rachel and Kunlun don't have a seperate paragraph for it.
This would be easier on everyone if the GM's didn't just copy and paste the same thing over and over again.

I'm guessing it's just some bug or oversight. Gravity US seem to be diligent once issues such as this are brought to light. I'm expecting either mob properties or the patch notes to be altered.

Well its already been shown with Rachel that they just copy and paste that line in every spotlight so i stopped trusting that.
When they first introduced the spotlight concept, it was stated that all the forth coming spotlight events would boost xp.
I guess Heim & co just forgot.

Well they didn't forget with the Rachel specifically. It was purposely explained that they didn't alter exp for Rachel because it was a more "modern" area(whatever that means). If they did forget to alter the exp for Rachel, they could have fixed it with usual server maintenance but they never did. It was working as expected.
So I just started taking a "Seeing is believing" kind of attitude about that.

Heh, well yeah no separate paragraph saying exp doubled... as true, exp is probably not actually doubled, but just slightly increased heh. Rachel it was said on forums, no exp increase just a drop increase, but had a lot of people saying that something got messed up and drops when the other way so who knows.
As Ralis just said, it probably got overlooked while making sure to get the notes up and everything done with the maintenace and the new KP stuff and exp boost on those new costume items. Bet after doing all of that he assumed he did the spotlight monster exp and stuff first heh. not a huge deal. spotlight last for about 3 weeks or so after all so not like it's less then a week.
