Earlier there were new NPC guides added to each of the towns, which caused duplicate NPC guides to appear. The new guides were engrishy, but provided more information, such as locations of paradise group npcs, and other new additions. However, the new NPCs are now removed, and we have the old NPCs with their old information. Is that intentional?

Yes, this is intentional. The new guides are scheduled to be localized next week.

I'm bumping this. Holden stated they would be localized, but currently the guide NPCs are still the old ones and renewal is launching.

These scripts got bumped to lower status but they are still being worked on.
