Does Low Blow inflicts damage (600 lvl 10) to PVP or PVE only?

Thanks for the information..Another thing, how about hostility, are there hostility range for monsters or amount to tank them? If so, taunt and taunting cry can be optional to max it or not?

Also if a protector is not fully focus on pve but pvp party what would be the benefit of taunts and should it be maxed?

Taunts are your best skills to create hostility on mobs; Taunting Cry needs to be maxed at high level (70+) anyway. o:
