Fire rain have a cast time of 1.37 sec. With 9 DNA points (-1.4sec), but it takes 0,09 sec to cast.
It should be instant, right? Bug??

No 0.09 is not 0.00 so u cant use it while running

look the skill has 1.5 sec casting time, but with ur gloves it has -9% so 1.5-9%=1.365~1.37 seconds
now when u apply -1.4 casting time dna, is NOT 1.37-1.4= -0.03~0 = instant
Is: 1.5-1.4= 0.1 then 0.1-9%= 0.091 so is NOT instant
now when u apply -1.4 casting time dna, is NOT 1.37-1.4= -0.03~0 = instant
