Nope, it's not working, unless I misunderstand the effect.
It has the same chance to proc as isilla card, and Isilla procs quite often on my Spell Chaser.
Please fix.

Any word on double experience working? I'm not getting double in overlook water dungeon...I wasn't sure if it just wasn't working at all or just not working in that dungeon.
