Relogging usually fixes the problem.

its buggy, but if you're persistent enough it does work and you can buy fire arrows

If you use the warper on the left(in Alberta) the NPC works without problems. If you use the one on the right, you will need to relog. The right one costs 50z less than the left one, so you might wanna use that and just relog!
