I have been to several sources and I am still a bit confused on getting my weapons upgraded higher. Could someone tell me in stupid person format which NPC correlates with refining without breaking for particular levels and what items I will have to use to do it. If there is a simple link out there that explains all this that would be appreciated too. Many thanks!

Your better of buying a +7 ( as it is cheaper than buying two Safe to 7 Weapon tickets, heck its cheaper than 1. From there you HD ore to +9 ( which can cost you a bit of HDs)

I have a a level 5 La'cryma stick and want to get it to +9.
Safe to +7 Certificate till you get it to +7 and then Safe to 10. But like Musu said it's better to buy one of the market less effort just marginally higher cost.
