Just reading the description on the Survival Rod.
"When equipped in combination with the Rental Survivor's Manteau, blah blah blah.."
Is it referring to the "Classic Silf Manteau" or something that's not available?

not sure either, it says it gives flee and perf dodge which doesn't seem like its right

It's not available yet. It's a garment that drops from Ktullanux in Ice Caves in the Rachel update.
