I have checked my quest list with complete quests hidden and the first one is "the four elements" incomplete.
ETA: Updated. After a complete reboot the quest became available.

I am now lvl 14 and have attempted to speak to Bartholomew (Guardians) about 10 times now. I can not get the "four elements" quest which begins the mount quest. I have been told by people in game they were able to get it at lvl 16. Please check into this.

thats good to hear, i would like to know why this happened but this is good to know so we may tell other players that are having this issue what to do. also the quest should be avalible at lvl 10, completing other quest first may trigger this quest being active (just in case you speed lvl to 10) but no one has done research on the quest
