@Hitotsu:
This works on ALL skills including skills provided by items like Runes and Butterfly Wings.
Edit:
I don't know if iRO has the fixed cancel cast yet since kRO only recently fixed Howling from giving Cancel Cast a 3 second casting time. Can you imagine taking 3s to cancel your spell?

But not by much. with 100 vit and luk it only recudes the chance by 20%. <.< It also has no effect on the duration too so a group of genetics spamming this means no one can cast anything.

Hm, according to doddler the reduction in chance of being effected is way the hell larger on jRO.
"Doddler: according to the jRO page, with 100 vit and 100 luk you get affected 1/16 attempts, but their mandragora effect may be older than ours so its worth testing."
Is it possible that there's supposed to be a balance change on this skill that we don't have? 1/16th chance of being effected with high vit/luk sounds reasonable, 80% chance with full reduction stats on the other hand is not reasonable.
That skill really is brokenly powerful.

Honestly if nothing is done, guild A will have a genetic,guild B will have a genetic, both will use mandragora, and whoever has the strongest Agi melee wins

jRO localized a balance for their own servers. A lot of skills are different or even disabled on jRO compared to kRO and the rest of the world. Playing jRO is currently like playing a totally different game. They have different attack formula, EXP table, Moster database, no drop/exp penalty and etc. Gravity had nothing to do with jRO's balance changes. This is because Gravity is too slow too act and many players are frustrated. It is sad that the opinions of jRO, kRO and iRO players are almost identical when it comes to balancing. But due to misunderstandings and lack of action from gravity, class balancing is out of whack. I hope they figure out a way to balance Genetics because from the skill descriptions of Homunculus S, this class only gets stronger with their addition...

wow. would be hilarious if it gave potions a 3 second cast time rofl could you imagine it.
What the skill SHOULD do is increase cast time by 100% or something. That way instacast skills like heal or bash wont be affected, and most skills at high levels would be about the same delay added. The skill would still be extremely potent, but not completely retarded.
OMG butterfly wings wow. lol.
*edit*
so GX poison magic mushroom + howling is pretty much perma locked/disabled?

Mandragora Howling definitely needs some rebalancing as currently implemented. It is horrificly powerful, and unlike almost everything else, that was made non-instant-castable in renewal, howling, one of the most powerful new skills, can still be instant casted, and is nearly impossible to resist.
From the looks of this we didn't even get kRO's balancing then... Because I know that the first version of Howling had 100% success regardless of skill level or target's stats.
@Hrothmund:

Hah, it'd be hilarious to do a random guild screenshot where you recall, have a geneticist use Howling, and then tell everyone to bwing with that cast bar. Poor super novices, though. They rely on bwings to not lose their bonus.This works on ALL skills including skills provided by items like Runes and Butterfly Wings.

the chance is really high... so far on my sorcerer, i managed to escape its effect like 2-3 times out of... 20+. This skill requires some serious nerfing, bios are already OP as it is
That's probably the 15% failure chance built into the skill, not any sort of resisting.
