I am brand new to this, so excuse me ignorance, but this makes NO sense to me.

I know that there is one free server and a few paid servers, but when I go to log in, it tells me I am going to be automatically logged out because I am out of paid game time, but I was never given any kind of option to chose a server! Am I doing something wrong, or is this some sort of bug?

EDIT:

I am noticing that when I try to log in, I get two different log-in screens, one with a cowgirl and one with several other characters. I heard that the cowgirl is the old login screen, so I went to manually patch my game up to 13.2, but I'm not sure where to put the patch or if I even did it right. I'm not sure if this is adding to the problem.

EDIT 2:

Found out that there are different .exe files for different servers apparently, and my computer only gave me a shortcut for the paid server. Unfortunately, I am still having issues trying to figure out how to manually patch the game to 13.2 (it looks like the installer only patched up to 13.1), but that has nothing to do with this. For the free server you need to go into your RO folder and open ragfree.exe

For manual patching, save the files into your RO folder and then run the patcher (open the RO .exe).

Don't worry about manually patching unless you get errors once you get in game (and even then, if the patch client is finishing without errors, it won't use the manual patch anyway unless you hex patch.inf)
It randomizes the startup screens among the ones for recent updates, and so it's normal to get the cowgirl loading screen on a properly patched client.

The only post i've seen regarding that loading screen and RO problems is someone with just about the strangest set of symptoms with his bugged RO install that i've ever seen RO have in 6 years of playing and being active on forums, and what he is experiencing is not remotely consistent with what will be encountered on a normal installation.
