I bought about 20 safe to 10 certs at 49M-50M ea and they all failed. Is this normal?
Worse luck or something is wrong with safe to 10 certs

Its just bad luck. On average, 1 in 10 should succeed, but just because you used 10 doesn't guarentee you'll get the +10. The most I've gone was 23 failed for 1 +10

lol i've failed 23 times too on my skull cap 5->6. my friend tried the 24th time, worked immediatly. so, its still not THAT bad yet =p

safe cert doesnt increase the chance to upgrade just doesnt let gear go down

It would have probably worked out cheaper for you to try the plain old HD upgrader.
