I would like to suggest that the GM Team (Customer Service) have someone who can say log into the game, maybe once every 1 to 2 hours.

Go to Adventure Plains, Zant, then Junon Polis and if there is Zuly Sellers there broadcasting and/or with shops trying to sell Zuly, that they ban the account on the spot.

Why wait for someone to take a picture, turn it in, then wait sometimes a day or a week before something will get done.

The chat channel is so cluttered with their shouts now you cannot really chat in the open.

Another possible idea on top of this would be to limit the chat to say something like 20meters and say shout to 40meters (I just picked numbers), but still I would like to see the GM team actually be proactive and get into game and banning accounts at least every 2 hours for zuly sellers.

Anyone else have ideas too? If so, lets hear them.

if you wanna say any thing after you have made a statement
some1 else should have posted some thing between your two sentences
as the zulie sellers keep spaming
once they spam they will have to w8 for some one in junon in their range to say some thing before they can repost that DUM thing they type
ALSO
i wanna request the CMs that if they like any idea about zulie spammers and wanna implement it
instantly +1 the post and delete it
so the spammers cant check on forums about how thier spamming is controlled

What if the shout distance increases with character level? 

Something to make shouting (and having your shout recognised) possible again...

Something like a quest or...hmmm

Ok for real, best way is indeed to get a gm ingame and check town to town once every hour to kick those ZS.
Having ppl said something in between ur lines wont help much, since there are multible spammers in town so they fill up the space theirself.

thats a cheat and this should be 1 more reasons to the GMs to ban that ZS.

the problam is everytime they get ban they open another account and keep spamming.

doubt that gms will spend 24hrs a day banning people. they have other things to do besides being a gm in a game. we'll just have to learn to deal with the spams

Maybe I know this does not solve any problems, instead of anyone being able to get to JP at level 10, make the ship and scroll a min level of 30 to use?

Just a additional thought, what if the JP warp gate would not allow someone in till level 30 too? But that would also be hard on those who need to come to JP at a low level too

This wouldn't prevent zuly sellers as they still spam zant and adventure plains, and could easily get to Junon by riding in a cart with someone. THis would only inconvenience the players.

Rather than lvl 30 to use scroll, how about an X amount of lvls in order to shout or and X amount of levels which leads to ability to do a quest that will let you shout.

And what about the noobs that use the shouts for questions and all the shop chars? Most people use a noob on a secondary account for their shops in Junon.
Kicking the ZS every few hours would be one of the best options imho and/or implementing an ignore function.
