I think a lot of gear that made appearances in the form of limited time events are good candidates to beef up quest rewards. There is a large pool of items to use (Zodiac Crowns/Diadems, Shaman Set, etc) that entered during events (monthly zodiac release, RO Violet release) to beef up the rewards of quests that really didn't get any love pre-re due to poor rewards. I don't expect ALL of them to make it through and become quest rewards, clearly a good number will end up being kafra gear so Gravity can make money, however I think taking a small set of them and pushing them as rewards for specific quests yet to be implemented could give those quests more love from the community and make them worthwhile.

I'm not much of a quester personally (though some headgears even I would quest for personally, Red Wing Hat, Dress Hat, etc) but I'm sure there are at least 100 people on the forum that could sound off from memory quests they did on Iris/Loki/Chaos/Sakray/Ymir that were a waste of time and didn't provide anything substantial. Taking these quests and adding in a headgear reward would make them appealing again, and is also a decent way to limit the number of them that hit the market. (So for headgears that have great bonuses for +7/+9, fewer of these would exist, making their abilities much more sought after and desirable instead of being one of the 200 people with a +9 RWH.)
