I've watched woe videos and to me honestly it just looks like whoever lags less graphically and can slam pots the fastest=winners. Pvp and potions especally potions with no cooldowns=a stupid idea, because it removes virtually any skill required from it. If you die you just couldn't spam pots fast enough insted of it being because of the enemy player being more skilled than you were.
For example Rising force online has potions you can use in pve and pvp, but they have like a 3-4 second cooldown (bigger pot=-bigger cooldown) so you'll eventually find the right chain of attacks to use overcome them. RFO pvp was based around bursting, wait till they around half hp and burst damage them right after they use a pot.

How to make woe enjoyable: Have a high damage reduction in pvp which means no one should be able to 1 shot someone, make it so its more of a group effort to kill someone, make potions have a 3-5 second cooldown so its not just a pot spam fest, you'll have to rely on your healers/skill alot more. I've played alot of mmorpgs over the years, and seen alot of poorly set up pvp (like ro, most f2p mmo's) and then some really well done pvp (aion when its one on one or small group based, dark age of camelot)
