Edited post: Used a different browser, and it's downloading now.

When RO first opened, I thought the screen size was alright. When I started to play, it was huge! I've found the Setup file, but it doesn't change anything. Help?

Make sure you're running the setup.exe and ragnarok.exe as Admin.

Failing that, enable Compatibility Mode and set it to Windows XP SP3.

Alternately, move RO outside of program files.

All of these achieve the same end (getting around UAC) in different ways.

My RO is outside, its on my desktop. Do I move the setup outside as well?

How do I change it to SP3?

You sure the RO folder is outside or the shortcut is outside? If RO folder still in program files, move it to another location such as your Desktop, D:/ drive or any place other than Program Files. If you want to change compatibility, right click on Ragnarok.Exe / ClassicRO.exe / Setup.exe / Setup_Classic.exe, then choose Properties. Under Compatibility tab, tick the "Run this program in compatibility mode for :" - Choose Windows XP Service Pack 3. Make sure you run any RO program with Admin rights.

You move the WHOLE RO FOLDER, not the files in it, or the shortcuts to it (which may be created on the desktop already)

To set compatibility, rightclick the RO shortcut, compatibility tab, set it to WinXP SP3. This may be unnecessary if you move it to the desktop (behavior w/regards to UAC is notoriously inconsistent between systems)

Sorry I should mention that the setup just doesnt want to run at all. Give an error?
