Ahoy! Prior to the warp-portal update, UGC was account bound, for example when I went through the process with account 1, it would already bring up the card info with it's remaining balance, and i couldn't use that card for any other account, it wasn't related to email, it was related to account ID, so when powering up through the Warp Portal, it brings it up by email, rather than account ID, and I can't use the remaining balance on my cards to pay!

The balance should be stored on the page where you input the card code.
It will say stored pixels iirc, I have multiple game card accounts on the same email.

It just says "This card has already been redeemed" although I know for sure there's only half the balance. I keep all my email receipts. There should still be 10 bucks on all 3 of these cards i have here, also all my game accounts are registered under separate emails.

The balance isn't on the cards themselves, they save to the specific account that you used it on.
Kinda of annoying in some situations, but I just use the leftover pixels to buy kafra points and such.

exactly, but with warp portal, it doesnt bring them up under the account name it brings them up under your warp portal email, which does not bring up or allow me to use previously used cards that still have balances.

Yup, they pretty much screwed anyone over that had a previous balance.
Good thing that you saved the receipts, Heim will probably be able to help you.
You can also try contacting Playspan since they own ugc, they have live support.

Other than that, I'm not sure what you can do.

Is there an offical statement on this?

Many of my Ragnarok accounts had a balance in leftover "pixels" from when I last paid using an Ultimate Game Card.

I can no longer access the stored balance following the move to the Warp Portal system for payments as new payments are stored against Warp Portal account / Warp Portal whilst previously balances were stored against Raganarok account / Ragnarok.

You will need to contact PayByCash for now as it is their system that is setup in this manner.

Sorry I wish I had a better answer for you other then to ask you to contact them for support.
